[advertise]广告[/advertise]CHINA will maintain its proactive fiscal policy and moderately loose monetary policy next year and endeavor to improve economic growth quality, according to the Central Economic Work Conference, which adjourned yesterday. President Hu Jintao and Premier Wen Jiabao addressed the meeting held once a year to set the tone for economic development during the following year. Further efforts will be made to transform the economic development pattern and to enhance the focus and flexibility of economic policy in the following year, according to attendees at the meeting. Hukou regulations will be eased in small and medium cities. The government will adjust the national income distribution structure and increase housing supplies for low- and medium-income families. It was agreed that a balance should be kept in maintaining relatively fast and stable economic growth, economic restructuring and dealing with predicted inflation next year. The government will strengthen financial support to sectors including farming, science and technology, education, health care, social security, affordable homes, energy saving and environmental protection in 2010. The country will tightly control loans targeted at energy-inefficient, polluting industries and those with excess production capacity in a bid to improve quality and efficiency, according to the meeting. The government will enhance efforts in 2010 to promote agricultural development, strengthen produce supply to the market, and expand rural demand. Rural policies will be strengthened to increase farming-related subsidies, increase incomes of farmers, and expand demand in rural areas, said a statement from the conference. The government will maintain relatively stable produce prices next year and increase minimum purchase prices for major grain categories. Financial support will be provided to farmers starting new businesses. Infrastructure construction in rural areas will be stepped up. The government also underscored improvements to public services in rural areas, to improve education and medical care. It will also seek to push recovery of exports and promote balanced international trade. This marks the second time the government has mentioned managing inflationary prospects in a national event, after a State Council meeting in October picked the issue as one of the key points in fiscal regulation for the remainder of 2009.
