[advertise]广告[/advertise]1/13/2010, Premier Wen Jiabao held meeting yesterday to promote development of triple play in mainland China. The meeting concludes:
1) Build trial network before year 2013 and fully realize triple play before year 2015;
2) Cable TV company can operate basic telecom service, internet service, Telecom carriers also can produce video program;
3) Put focus on CMMB mobile TV, Internet TV etc, build triple play standard system;
4) Forge ahead with digitalization and 2-way transformation of Cable TV network
5) Forge ahead with telecom broadband network, FTTx network , rural broadband network construction
6) Provide financial support on key technology and product development of triple play;
Not like many other areas around the world, there is no real triple service in mainland China. There are only a few IPTV trial network in China, broadcasters won’t provide their content service to telecom carriers. And only a few Cable TV service providers can provide internet service but not voice service. Their bandwidth is limited by telecom service providers. There is more fierce competition between cable service providers and telecom service providers. More than 10 years ago, tens of people even were killed in the conflict between the two sides. That is the reason why government later introduced a policy that ask both of them don’t enter other’s business.
The most important factor that affects development of China’s triple play is that compared to telecom service providers, China doesn’t have large scale national Cable TV service provider. Not like vertical system of telecom service providers, China’s cable TV service is provided by thousand of local carriers. Although SARFT(state administration of radio, film and television) always try to build a national cable TV service provider, but they never succeed. SARFT worried if they allow telecom competitors operate TV services, they will lose the market share very quickly. They have no ability to compete with telecom giants.
For yesterday’s meeting, there is no detailed news if government will adopt any measure to change this unbalance between cable TV providers and telecom service providers. It is still not clear for the future of triple play in mainland China.
